AB 1930 (Torrico): Help All Californians in a Disaster

This bill, amended in May of 2008, requires that the Director of California’s Office of Emergency Services considers the multiple languages and needs of populations who have limited English proficiency (LEP) and to incorporate their needs into emergency planning, response, and recovery training. The legislation was prompted by the difficulties LEP populations had understanding wildfire warnings in Southern California and an effective multi-lingual warning system which was instituted in Contra Costa County, California.
