The Premise Alert System was created in 2004 by Susan F. Rzucidlo and Police Chief Kevin McCarthy Sr. to provide a uniform method to alert first responders to the special needs of individuals in their community and support families and individuals with disabilities, challenges or complex medical diagnosis in the event of a crisis. It was the first system in the nation that connected families and individuals directly to the police serving their community. By providing first responders with advance knowledge, it allows for quick and educated responses during crises, evacuations, and disasters. The service is provided free of charge
